Arthur there is a way to do it but its tricky and you will need a Cad program such as Autocad, Rhino etc
Generate stations in your Delft model say at the beginning of you tank and at every meter until the end of your tank, export the model (3dxf polylines) into your Cad program, delete everything that you dont need, keep the stations that define your outer hull where your tank is and then offset your stations from the original hull. Then create a surface over your tank and if you like you can unroll the surfaces for CNC machines or what ever. Most Cad programs will give you some basic hydrostatics such as enclosed volumes etc.
